The Equal Opportunities Commission has been voted 5th in the central government Excellence Service Assessment for Financial Year 2020/21 by the Ministry of Finance, Planning and Economic Development (MOFPED.
The awards to the excelling institutions were announced during National Budget Conference for the Financial Year 2023/24 budget strategy at the Kololo ceremonial grounds at a function presided over by the Prime Minister Rt. Hon. Robinah Nabbanja who represented the President.
The awards are in accordance with the programme based approach to planning and budgeting which mainly focuses on results that deliver change in the well-being of citizens.
Public Service commission ranked first, while Uganda Prisons, Uganda Tourism Board and Masaka Referral Hospital came in second, third and fourth respectively.
EOC management and staff were delighted with the award, happy to receive recognition for their valiant efforts in fighting for a just and fair country for our people.
The Commission will continue striving to do better, and keep fulfilling its mandate to create equal opportunities and end discrimination and marginalization.

The Chairperson of the Equal Opportunities Commission Hon Safia Nalule Jjuuko has this morning hosted a delegation from South Sudan led by Hon Isaiah Chol Aruai – Chairman, South Sudan National Bureau of Statistics.
Speaking to the delegation which is on a benchmarking visit, the Chairperson assured the group that gender and equity planning and budgeting is the way to go if African Countries want to realise the 2030 Agenda promise for Sustainable Development of “leaving NO one behind”.
Gender and Equity planning and budgeting is an approach of allocating and utilizing country resources taking into consideration of the different needs, interests and constraints of the various categories of people without any discrimination and addressing any imbalances that exist.
Uganda National Action on Physical Disability (UNAPD), Spinal Injuries Association-Uganda (SIA) and Brain Injury Support Organization of Uganda (BISOU) implemented a 4- year (2014-2017) joint project called “Capacity Building for Sustainable Development Project”. This project was supported by Danish partners; Para-sport, Denmark, Danish Handicapped Forbund (DHF) and Danish Brain Injury Association (DBIA).
The project came to an end and was climaxed with a learning fair/exhibition in which beneficiaries showcased how the project impacted on their lives. These included disability sports, talent shows, exhibitions, simulations, motivational speakers and musical performances. The function was inspired by the theme “Empowering PWDs: The journey of capacity building for sustainable development project” and commenced with a stakeholders forum in the morning and learning fair/exhibition in the afternoon.
Participants in attendance were from Government and Civil Society Organizations. Some of the participants included National Union of Disabled Persons (NUDIPU), National Curriculum Development Center (NCDC), Equal Opportunities Commission, Ministry of Gender, Labour and Social Development, Ministry of Health, Ministry of Education and Sports and Ministry of Defence.
The moderator Mr. Patrick Menya welcomed participants to the forum and took them through the programme. He thanked the different organizations involved in planning the event and thanked the different funders from Denmark for the support.
The forum was opened by Arthur Blick Snr., Chairperson UNAPD who welcomed representatives to the meeting. He expressed his gratitude for their presence and explained the importance of the meeting. He advocated that it was a special forum and urged everyone present to make a change and difference in the lives of persons with disabilities. He urged the different partners present to tap into the talents of people with disabilities and encouraged them to become experts in specific fields that they feel comfortable in.
He accorded special recognition to the project funders and urged them to continue supporting them in different projects going forward.
Apollo Mukasa, Executive Director UNAPD explained that the four year project had impacted and caused positive change to different people’s lives including parents with special needs children. He recognized participants who had come from all over the country like Lira, Kabale, Hoima, Busia, Fort Portal, Kayunga, Mubende, Nebbi and Gulu. He stressed the different partnership with different organisations both nationally and internationally and reiterated how education and sporting activities have brought inclusiveness for person with disabilities. Participants watched a documentary that showcased the beneficiaries from the four year program and how it had impacted on their lives.
Motivational speaker Meddie Sengooba a lawyer with Disability Rights Uganda encouraged everyone present with a disability to develop a niche and become experts in their field. He called upon participants not to complain about work and quit but to complain as they work and push for better facilities. He added that work gives independence and respect. He urged participants to be honest, accountable and assertive and develop a good work ethic.
Ms. Rose, a counsellor at Bombo Military hospital, testified about the challenge of looking after a partner with disability. She told her story of her spouse who got a spinal injury after a motor accident in 2006. She moved participants to tears when she explained that she had stood with him for eleven years and pledged to stand with him through his condition.
The afternoon session was outdoor with sporting activities and exhibition of different craft products.
The event was closed by H.E Mogens Pedersen the Danish Ambassador to Uganda who encouraged persons with disabilities to always work with confidence and not feel intimidated by able bodied people. He urged them to use their skills in sports, crafts and different skills they may acquire along the way.
Equal Opportunities Commission and NUDIPU held a reflection meeting with stakeholders from MDA’s on the theme ‘How Sustainable Development Goals (SDG’S) have addressed issues of Persons with Disabilities (PWD’S) at Mackinnon Suites, Kampala on Tuesday 11th July 2017.
In attendance were stakeholders from different sectors. Some representatives included those from Ministries of Agriculture, Works, transport, education and Gender who all made presentations on the progress of inclusion of PWD’s in achievement of the Sustainable Development Goals.
The representative of the Executive Director of NUDIPU Ms Kyozira Esther said NUDIPU had been pursuing the agenda of implementing SDGs in all budgets and plans in MDAs. She believed the workshop would yield more results for this cause. National Planning Authority has also been engaged in formulating and developing a tool for alignment of indicators to this plan.
NUDIPU has also engaged with EOC in regard to gender mainstreaming since they are responsible for the gender and equity certificate. She pledged to continuously partner with EOC to strengthen this cause and help dialogue on achieving these programmes in line with the SDGs.
The Chairperson EOC, Mrs. Sylvia Ntambi Muwebwa said it is necessary for everyone to address inclusion in fulfillment of achievement of the SDGs. Our mandate is very crucial and we have to act with all of you. The forum adopted the Ministerial Declaration which is line with NDG- Inclusive growth to attain MIS 2020. As EOC, we shall try to ensure that imbalances are reduced and request for your support towards this noble cause.
In addition, we develop the state of Equal Opportunities in Uganda annually; and we did research and published the salary disparity report.
The representative from Ministry of Works and Transport summarized for the participants the input that has been made in ensuring building designs and standards are adhered to like ensuring building entrances provide for ramps or escalators. Toilets should also have provision for PWD’s and they are working with the transport department to have public buses cater for PWD’s.
The Representative from Ministry of Education updated participants on their initiatives in reaching towards SDGs Goal 4- To ensure Inclusive and equitable quality education and promote lifelong learning opportunities for all.
EOC Member Ms. Zaminah Malole expressed her gratitude to the stakeholders present for their reasonable accommodation. She stressed the need for the equipment sent to schools to be specifically used for children with special needs. She urged the Education ministry to consider creating a retainer policy for teachers who teach children with special needs
Speaking on behalf of the Minister of State for youth affairs, Mr. John Ebitu Director Social Protection, listed the different interventions the Ministry has introduced to include PWD’s which include coordination and supporting the rights of learners with special needs; introduction of target indicators for primary and secondary schools; inclusive of those with disabilities; training of teachers on sign language, training of users in BET, UNEB is developing a programme on special needs, training of ICT in schools, outreach to rural schools but cited a challenge on data collection methods.
In his closing remarks he stressed the need for every stakeholder to show passion and commitment for PWDs. Government has made a number of strides by establishing policies to address this. The National policy on Disability 2006 is in place and the review of the 2003 act is in offing. We shall use the mainstream approach and come up with specialized programmes to amplify this cause.
