VACANCY ANNOUNCEMENT

The Equal Opportunities Commission (EOC), established by the Equal Opportunities Act 2007 is mandated to provide a framework for redressing imbalances, which exists among the marginalized groups while promoting equality and fairness to all.

The Commission is hereby inviting applications from suitably qualified Ugandans to fill the vacant posts declared below:

Applications should be submitted with the following attachments in triplicate; Public Service Form 3 (2008), detailed CVs, certified copies of academic transcripts, relevant certificates and two referees   (previous for those who may not be currently employed).

 

The applications forms are obtainable from the Public Service Commission Offices, 2nd Floor, Farmers House, Kampala, District Service Commission Offices at the Districts or Equal Opportunities Commission (EOC), Offices Plot 7, Luthuli Close-Bugolobi.

POST:                                    SENIOR ACCOUNTANT

REF:                                      HRM/EOC/2017/01

SALARY:                                EOC3         

VACANCIES:                          ONE (1)

REPORTS:                              Under Secretary

Terms of Appointment:        Three (3) years renewable contract upon satisfactory performance

Duties and responsibilities:-

i. Collating budget estimates
ii. Verifying and preparing payments including salaries
iii. Controlling vote records, expenditure, deposits and imprest.
iv. Reconciling and maintaining Books of Accounts
v. Compiling and submitting periodic reports
vi. Carrying out any other duties as may be assigned to him/her by the Commission.

MINIMUM ACADEMIC QUALIFICATIONS AND WORKING EXPERIENCE

Applicants should be Ugandans holding a Bachelors’ Degree in either Finance, Accounting or Commerce (Accounting option), Business Administration (Accounting option), and Business studies (Accounting option). Full professional accounting qualifications like ACCA, CPA, plus a minimum of a post graduate Diploma in Accounting or Financial Management. Masters degree in above qualifications will be an added advantage. Knowledge of government accounting system (IFMS) is an added advantage

Applicants should have the following Competencies:- Financial management, Computer literacy, strong and effective administrative and organizational skills, High ethical standards and outstanding integrity, Result and team oriented with good communication, interpersonal and public relations, Innovativeness, flexibility and ability to work under pressure, Must demonstrate a high level of professionalism and Strong leadership and management skills

Applicants should have at least three (3) years relevant working experience at the level of Accountant in Government or equivalent experience from a reputable organization

POST:                                    LEGAL OFFICER

VACANCIES:                          TWO (2)

REPORTS:                              Principal Legal Officer

Terms of Appointment:        Three (3) years renewable contract upon satisfactory performance

Duties and responsibilities:-

i. Compile a full brief of evidence to support a criminal prosecution.
ii. Appear in Commission proceedings and give evidence on matters relating to offences investigated in line with the tribunal management policy and procedures
iii. Responsible for preparing, reviewing and advising on drafts of all contracts, licenses and undertaking of the Commission.
iv. Oversee the receipt and processing of complaints and advise on action to be taken in accordance with EOC tribunal management policy guidelines.
v. Conduct equal opportunities complaints management and evidence gathering process in line with the set policies and procedures.
vi. Research and write legal materials for and on behalf of the Commission.
vii. Contribute to and write policy submissions on behalf of Commission
viii. Represent EOC clients in the tribunals
ix. Any other duties as may be assigned from time to time.

MINIMUM ACADEMIC QUALIFICATIONS AND WORKING EXPERIENCE

Applicants should be Ugandans holding an Honour’s Degree in Law from a recognized University/Institution, a Post Graduate Diploma from the Law Development Centre, Masters in Human Rights/ Post graduate qualification in Human rights or social Justice is added advantage.

Working experience of at least two (2) years is required in the areas of Legal practice

Key Competences

Considerable knowledge of legal research and analytical methods.

knowledge of the nature and use of legal tools and methods.

Knowledge of the preparation of briefs and arguments for handling of cases before state Commissions and Courts.

Knowledge of legal Aid and Social justice

Ability to write and speak effectively.

Ability to quickly assimilate oral and written data, to analyze facts and draw logical conclusions

Ability to interpret and apply laws, rules and regulations relative to the work.

Ability to maintain records, and prepare reports and correspondence related to the work.

POST:                                    INFORMATION AND COMMUNICATION OFFICER/PUBLIC RELATIONS OFFICER

REPORTS:                              Principal Education and Training Officer

Terms of Appointment:        Three (3) years renewable contract upon satisfactory performance

Duties and Responsibilities
1. Conduct equal opportunities information and communication planning and management in line with EOC strategic plan and organization objectives.
2. Develop equal opportunities information and communication materials in line with EOC strategic plan and organization objectives.
3. Develop and implement equal opportunities information, communication and advocacy strategies in line with EOC strategic plan and organization objectives.
4. Develop and implement equal opportunities Information and Communications budget in line with EOC strategic plan and organization objectives.
5. Develop and implement equal opportunities Information and Communication Reporting Requirements in line with EOC strategic plan and organization objectives.
6. Develop equal opportunities online media tools in line with set communication policy.
7. Implement and monitor EOC online media management strategies in line with set communication policy
8. Maintaining/Building a good image and reputation of the Commission
9. Popularizing the services and activities of the Commission
10. Overseeing the flow of information between and among the Commission stakeholders
11. Developing media announcements and critically verifying other means of engagement with the media
12. Ensuring custody of all media print, recordings and documentaries.
13. Initiating and coordinating media engagements

MINIMUM ACADEMIC QUALIFICATIONS AND WORKING EXPERIENCE

Applicants should be Ugandans holding an Honours Degree in Mass Communication, Journalism, Mass Media, Law and Management studies. A post Graduate Diploma in Public Relations, Media and Mass Communication will be an added advantage.

Applicants should have the following competencies:-, communicating effectively, Planning, organizing and coordinating, Computer literacy, Innovativeness and Ethics and integrity
A minimum of three (3) years relevant working experience, as an Information and Communications Officer in Government or equivalent level of experience from a reputable organization.
