 The Commission is hereby inviting applications from suitably qualified Ugandans to fill the vacant posts declared below:

 Public Service Form 3 (2008) should be submitted with the following attachments in triplicate: a handwritten application, detailed curriculum vitae (one of the two referees should be the applicant’s employer), copies of academic transcripts, certificates and three recent passport size photographs.

POST:                                    PRINCIPAL HUMAN RESOURCE OFFICER

REPORTS:                              Under Secretary

Terms of Appointment:        Three (3) years renewable contract upon satisfactory performance

Duties and responsibilities:- 

The incumbent will be responsible to the Under Secretary for performing the following duties;

        i.      Interpreting various aspects of the current human resource policies, rules and regulations;

       ii.      Providing staff guidance and counseling;

      iii.      Assisting in preparation of draft estimates of expenditure and staff proposals;

     iv.      Processing all appointments, confirmation, promotions, dismissals, retirements and transfers from the Commission and any other letters related to Human Resource Management;

      v.      Managing the establishment and staffing control information systems;

     vi.      Administering the payroll and assessment of benefits in liaison with the Accounts Section;

    vii.      Coordinating staff appraisals, management development of training programmes;

   viii.      Coordinating with all departmental heads on matters of Human Resource/ manpower planning, technical and professional training;

     ix.      Managing information related to recruitment,  personnel statistics and job analysis

      x.      Compiling and submitting periodic performance reports pertaining to Human Resource Management

     xi.      Managing staff relations and welfare matters

    xii.      Any other duties as may be assigned from time to time.

MINIMUM QUALIFICATIONS AND WORKING EXPERIENCE

Applicants should have an Honors Degree in either Social Work and Social Administration, Human Resource Management, Public Administration and Management, Business Studies /Administration /Commerce (Management /Human Resource Management option), Arts or Social Sciences or Development Studies or Management Science or any other relevant equivalent qualification with human resource management/personnel management as one of the course units from a recognized University/Institution plus a minimum of a Post Graduate Diploma in Human Resource Management or Public Administration and Management.

 Possession of a Masters Degree in Human Resource Management or Business Administration (Human Resource Management option) or Public Administration and Management shall be an added advantage.

 Applicants should have a minimum working experience of six (6) years of which should have been served in the field of Human Resource Management as Senior Human Resource Officer or Senior Personnel Officer level in Government or equivalent level of working experience from a reputable organization.

REPORTS:                              Senior Accountant 

Terms of Appointment:        Three (3) years renewable contract upon satisfactory performance

Key Results Areas

  1. To provide custody for accounting records and documents.
  2. To process deferred tax payments, tax returns and keep records thereof.
  3. To post financial transactions, cashbooks, subsidiary ledgers to General ledger and maintain up-to-date record of the books of accounts.
  4. To prepare and reconcile payroll transaction reports.
  5. To enter transaction into the commitment control register.
  6. To keep custody of cash/imprest, effect payments, and maintain up-to-date cash book records.
  7. To prepare draft monthly reconciliation reports.
  8. To prepare voucher according to payment requested.
  9. To record and capture data on the system.
  10. To improve information on Electronic Funds Transfer and, execute payment to the beneficiaries.
  11. To prepare payment advice forms, receive-non tax revenue collections, imprest, compile returns and prepare monthly accountability.
  12. To post vote books and subsidiary ledgers
  13. To receive, sort, file accountability returns and keep custody of accounting documents.
  14. Any other duties assigned from time to time

Qualifications

  1. A minimum of a Bachelor’s Degree in Finance or Accounting or equivalent
  2. Professional trainings of CPA II or ACCA II is an added advantage
  3. A minimum of two (2) years relevant working experience   at the level of Accounts Assistant or equivalent from a reputable organisation
